State selects Anchor Employers for New Workforce Housing Program

INDIANAPOLIS – The Indiana Housing and Community Development Authority (IHCDA) announced today that French Lick Resort, Impact CNC, IU Health and Zimmer Biomet have been selected to participate in the new Anchor Employer Workforce Housing Program. The $4 million IHCDA investment ($1 million each) will be matched or exceeded by each participating employer with the funding used to develop workforce housing in their communities.

“We are pleased to partner with these key employers on this innovative approach to addressing the workforce housing needs in our state,” said Indiana Lt. Governor Suzanne Crouch. “By participating in this new program, these organizations further prove how important housing is in attracting and retaining talent.”

In a Request for Proposals (RFP)* released in June, IHCDA asked employers to think creatively and develop a proposal specifically tailored to the needs of their community. As part of their proposal, they were also required to submit a Workforce Housing Investment Strategy, an investment plan and metrics for tracking success.

“It is essential for communities to offer a wide variety of housing options for their residents,” said Jacob Sipe, Executive Director at IHCDA. “Housing that is attainable for Hoosiers of all income levels and that focuses on improving quality of life. I’m grateful these organizations, all anchor employers in our state, recognize the importance of housing availability.”

IHCDA has partnered with Thomas P. Miller and Associates to host a workforce housing workshop in November with each of the selected employers and their partner organizations. At this meeting the teams will further develop their plans.

In addition to this program, IHCDA announced last month selected respondents for the Modular Workforce Housing Pilot Program. The Affordable Housing & Community Development Corporation and LaCasa, Inc. will establish a homeownership revolving housing fund of up to $500,000 to construct modular, single-family homes working with Indiana-based manufacturers.

*For the purposes of this RFP, an anchor employer is defined as one that has operated within the target geography for at least five years and is among the top ten employers in the target geography by total employment (excluding government and education institutions).
