Two Owen County residents have found themselves behind bars after an incident involving the mistreatment of 80 dogs. 8 months ago the Owen County Police Department began receiving calls from neighbors concerned about rats seen going in and out of a residence. When police went to investigate they discovered 80 malnourished dogs inside the residence along with hundreds of rats and mounds of filth. Officers arrested Paul Purcell and Vikki Purcell for animal cruelty. The dogs were taken to the Owen County Humane Society where they were cleaned, feed and put up for adoption. At this time the Purcells were convicted and sentenced to serve jail time. Health workers conducted investigations of the Purcell residence and concluded that the home is no longer fit for humans. After some discussion it was decided that the house would be demolished.
