The Bureau of Motor Vehicles says it has the basic outline of reform legislation to fix a maze of red tape identified by an outside audit. The bureau blames confusing and sometimes conflicting provisions for overcharges and undercharges on 16 different fees. Chief of staff Peter Lacy says all Hoosiers are now paying the correct fees, and says refunds should be complete by year’s end. General counsel Adam Krupp says the agency is working with legislators on a bill to simplify not only the fee structure, but registration options. He says there are 191 different ways to register a vehicle in Indiana, with a tangle of vehicle types and weight classes producing different fee calculations.
