Indiana State Police arrested 24 year old Robert Henline after being dispatched to the 300 block of Someday Way near Cloverdale for a report of two small children in diapers playing in the street.
The call from a concerned citizen told police that the children were very unclean and that their father had just retrieved them shortly before ISP arrived.
Indiana State Police found the children living in “very disheveled” conditions. There was a 4-month old infant inside and the residence had soiled carpets and soiled diapers everywhere, along with old food scattered and sharp kitchen utensils within reach of the small children.
ISP charged him with felony neglect of a dependent.
The 26-year-old mother assisted DCS with the relocation of the children and is expected to be summoned into Putnam County Court on similar charges.
